HRDC claimable courses: can your employer fund your diploma?

For many Malaysian professionals the Level 4 Diploma costs nothing out of pocket, because their employer pays for it out of the HRD Corp levy. If your company contributes to that levy, your RM 6,000 fee may be claimable, sometimes in full.

Recognition of Prior Experiential Learning (RPEL) is a national scheme run by HRD Corp, the Human Resource Development Corporation. It is not one company's product. HRD Corp appoints providers to deliver it, and different providers award through different bodies. The route built on Department of Skills Development standards awards the Sijil Kemahiran Malaysia (SKM). Silver Boundaries is one of the appointed providers, and awards a Level 4 Diploma in Leadership & Management accredited by one of the three UK awarding organisations we are an Approved Centre for, NCFE, TQUK and Highfield Qualifications. The scheme is set out on HRD Corp's RPEL page.

What is the HRD Corp levy?

A national training fund that employers pay into monthly. Companies above a certain size contribute a percentage of their employees' wages into an account held with HRD Corp, and that money can only be spent on approved training. It is why so much employer-funded learning in Malaysia flows through it.

What does "HRDC claimable" mean?

It means an employer can pay for the training out of the levy it has already contributed, instead of from new budget. The training has to be delivered by a registered provider and approved under the relevant scheme. Silver Boundaries, the company behind Qualify.my, is an HRD Corp Registered Training Provider.

That registration, plus RPEL being an HRD Corp scheme in the first place, is what makes the Diploma eligible to be claimed. You can read more about us on our about page.

Is the RPEL diploma claimable for you?

It depends on two things: whether your employer contributes to the levy, and whether they approve the claim. We cannot promise an outcome on your employer's behalf. HRD Corp gives the approval, not us. What we can do is the legwork and the paperwork.

How much of the RM 6,000 can be covered?

Where a claim is approved, the levy can cover the programme fee in full. The exact figure depends on your employer's available levy balance and on HRD Corp's approval, so the honest answer is that it varies. Many learners pay nothing themselves, and we confirm the numbers with you before you commit.

How to check, step by step

  • Confirm you qualify for RPEL first, using the two-minute eligibility check. There is no point arranging funding for a programme you are not eligible for.
  • Tell us your employer. We will check whether the Diploma is claimable in your situation.
  • We prepare what your HR or training team needs to submit the claim to HRD Corp.
  • Once approved, you begin the programme with the fee covered.

What if your employer does not contribute?

You can still self-fund. Not every company pays the levy, and that is fine. The programme fee is RM 6,000 and we confirm that figure in writing before you enrol, so there is nothing to discover later. For the full overview, see our complete guide to RPEL in Malaysia.

If you have years of experience but no formal qualification

Funding is only worth arranging if the route fits you, and this one is built for experienced people without paper. Entry rests on evidence from your job, not on certificates, so there is no SPM requirement and no diploma you must hold first. It is a qualification for working adults in Malaysia who cannot stop working to study.

If you are reading this because a promotion went to someone with a qualification, that is exactly the situation the scheme exists to fix, and your employer's levy may well pay for it.
