RPEL Malaysia: how to get a diploma with work experience

Recognition of Prior Experiential Learning (RPEL) is a national scheme run by HRD Corp, the Human Resource Development Corporation. It lets an experienced worker in Malaysia be assessed on the competence they already have, instead of sitting a course on work they do every day.

RPEL is HRD Corp's scheme, not any one company's product. HRD Corp appoints providers to deliver it, and different providers award through different bodies. The route built on Department of Skills Development standards awards the Sijil Kemahiran Malaysia (SKM). Silver Boundaries is one of the appointed providers, and awards a Level 4 Diploma in Leadership & Management accredited by one of the three UK awarding organisations we are an Approved Centre for, NCFE, TQUK and Highfield Qualifications. The scheme is set out on HRD Corp's RPEL page.

This guide covers what RPEL is, who runs it, who it suits, whether it is recognised, what evidence you need, what it costs, and how employer levy funding works.

What is RPEL in Malaysia?

RPEL is an assessment route, not a taught course. Instead of attending classes, you build a portfolio of evidence from your real work, and a qualified assessor measures that evidence against the published qualification standard. When it meets the standard, you are awarded the qualification.

The difference matters. A traditional diploma asks you to learn material and prove it in exams. RPEL starts from the opposite end: you already have the skills, so the work is to document and verify them. For a working adult with real responsibility, that is faster and far less disruptive. You can read the full process on our how RPEL works page.

Who runs RPEL, and who awards the qualification?

Three separate parties are involved, and confusing them is why the scheme is hard to research. HRD Corp owns the scheme. An appointed provider delivers the assessment. An awarding organisation issues the qualification. Which provider you choose decides which qualification you end up holding.

  • HRD Corp runs the national scheme and sets the funding rules under which employers claim.
  • The provider assesses your evidence. Silver Boundaries, the company behind Qualify.my, is one of the appointed providers.
  • The awarding organisation issues the certificate. We are an Approved Centre for three of them, NCFE, TQUK and Highfield Qualifications, and one of the three issues yours. The Department of Skills Development route issues the SKM instead.

Our route awards a Level 4 Diploma in Leadership & Management. If you want the difference between the two routes in detail, see is RPEL recognised in Malaysia.

How to get a diploma with work experience

The programme runs in four stages, all assessed online, and most people finish in about two months. You apply, you build evidence with an assessor, you talk it through with them in assessment, and you are certified. There are no exam terms to wait for, so the pace is mostly yours.

  • Apply. A few questions about your experience and role confirm whether RPEL is the right fit before anything else happens.
  • Build your evidence. A dedicated assessor is assigned to you and advises on what to gather from your day-to-day work.
  • Discussion and assessment. Your portfolio is reviewed, and your assessor confirms your competence in discussion with you. Most learners need two or three sessions, depending on the gaps in your evidence.
  • Certification. You are awarded your Level 4 Diploma, ready to use for promotion, new roles, or further study.

If you have years of experience but no SPM or diploma

RPEL was built for this situation. Entry rests on what you can evidence at work, not on a prior academic certificate. Our eligibility check asks how long you have worked and what you are responsible for. It does not ask for SPM results, and there is no paper qualification you must hold first.

The pattern we see most often is someone who has done the job well for a decade, then watches the promotion go to a colleague who holds a certificate. If you have no formal qualification but plenty of experience, the gap is documentation, not competence. This is a qualification for working adults in Malaysia who cannot stop working to study, and 1,350 people have now been certified through it.

Who is RPEL for?

RPEL is designed for experienced people, not beginners. You are typically a good fit with around three or more years of relevant experience, a supervisory, team-lead or decision-making role now or in the past, and examples of work you have produced, led or owned. Job titles help, but the assessment is built on evidence.

If you are not sure whether you qualify, the quickest way to find out is the four-question eligibility check. It takes about two minutes and there is no obligation: check if you qualify.

Is RPEL recognised in Malaysia?

The Level 4 Diploma is an accredited qualification, awarded by our partner awarding organisations and benchmarked against Ofqual level descriptors. Ofqual does not regulate it, it is not an RQF qualification, and it carries no direct entry to UK universities. It is not accredited by the Malaysian Qualifications Agency (MQA) either.

We say all of that openly because you deserve to know exactly what you are getting. In practice the qualification sits under the HRD Corp scheme, we have been delivering it since 2016, and more than 70 employers have sent staff through it. That is why it works for promotions, role changes, and credit transfer towards further study. The awarding organisations we work with are listed on our about page.

What evidence do you need for RPEL?

Almost always work you already produce. Reports or plans you have written, projects or teams you have led, processes you have improved, decisions you have owned, and results or feedback that show your impact. You do not invent anything. The skill is in choosing what you already do, and your assessor guides you through it.

The full list is in our RPEL evidence checklist.

How long does RPEL take, and what does it cost?

Most people complete RPEL in about two months, and the programme fee is RM 6,000. If your employer contributes to the HRD Corp levy, that fee may be covered in full. When you enquire we confirm your exact fee and walk you through the funding options before you commit to anything.

Is RPEL claimable through HRD Corp?

It can be. Many Malaysian employers contribute to the HRD Corp levy, a fund set aside for training their people, and where a claim is approved the levy can cover the RM 6,000 fee in full. Approval rests with your employer and HRD Corp, not with us. We help you check, but we cannot promise.

The detail, including what your HR team has to submit, is in our guide to HRDC claimable courses.

Where the Level 4 diploma can take you

Credit transfer with our partner universities can shorten your next qualification. How much credit, and towards what, is decided by the receiving institution, and we go through the options with you once you have qualified. You can see what we can and cannot promise on our progression pathway page.

RPEL vs studying part-time

The usual alternative is a part-time diploma squeezed around a full-time job, which typically runs one to two years and asks you to relearn things you already do. RPEL compresses that into about two months by assessing competence you have already built. The honest caveat: it only works if you genuinely have the experience to evidence.

The two routes are compared side by side in RPEL vs studying part-time.

How do you get started?

The simplest first step is the eligibility check. Answer four quick questions and you will see where you stand, with no obligation and no cost. If it looks like a fit, we take it from there.
